Russia's crypto mining rules: miners get grid access only under category IV, and a power cut at any time

On October 9, 2026, the Russian government published a decree under which crypto mining sites can be connected to the power grid only under reliability category IV. It is the lowest category there is: a miner can get connected even in a region short of power, but can be cut off at any moment and for any length of time. Farms that are already running are not being switched off nationwide right away, while new applications fall under the new rules.

What changed in Russia's crypto mining rules

On Friday, October 9, 2026, the Russian government published a decree on connecting crypto mining sites to the power grid. That same evening the Energy Ministry explained the document, and its statement was carried by the PRIME news agency and Bits.media.

The main points, according to the ministry:

  • "digital currency mining facilities in any territory" can be connected to the grid only under reliability category IV. The ministry says this "will rule out a capacity shortage for other consumers";
  • under category IV, mining is allowed even where it is banned, as long as the ban itself includes a clause on the right to operate under that category. This is how PRIME and regional outlets relay the ministry's statement;
  • large consumers are allowed to connect under category IV regardless of "suspensive conditions." They don't need an external power supply scheme drawn up, which is meant to speed up connection.

The ministry called the decisions "timely." "We expect the proposed mechanism to make efficient use of the existing energy infrastructure," the statement says. By the ministry's assessment, the document poses no threat to the reliability of power supply for households.

What reliability category IV means

The government introduced the fourth category in February 2026. It is the lowest tier in Russia's classification of power supply reliability.

It works as a trade-off. The consumer gets the right to connect to the grid even in a region where power is in short supply. In return, they accept that if the situation worsens they can be disconnected at any moment and for any length of time, with no prior agreement.

As crypto.news describes it, category IV consumers are the first to be cut off under emergency curtailment schedules and the last to be brought back. Put simply, a farm runs for as long as there is enough power for everyone else.

The idea isn't new and has been discussed since 2024. Back then, Deputy Energy Minister Yevgeny Grabchak said such consumers should limit their own consumption or install automatic disconnection equipment, and draw power outside demand peaks.

Who is affected and who isn't

Headlines saying everyone is about to be unplugged run ahead of the document itself. In its October 11 breakdown, crypto.news writes that the decree contains no immediate nationwide shutdown of operating farms. According to the outlet's reading:

  • existing completed connections in a higher category don't have to be moved to category IV;
  • new applications, and older ones where the connection isn't finished yet, fall under the new rules;
  • where a full regional ban applies with no such clause, grid companies don't accept new applications, and those already filed are put on hold until the ban is lifted.

The Energy Ministry hasn't said how many farms the decree will affect or how much capacity it will free up.

If you don't mine coins but buy them on a trading platform or through a crypto exchange without registration, the document doesn't concern you at all: it is about connecting equipment to the power grid.

Where crypto mining is already banned in Russia

Mining has been legal and regulated in Russia since 2024. Regional bans have been widened several times since then.

RegionSinceTerm and regime
Moscow, the Moscow region and part of the Kursk regionAugust 15, 2026ban until December 31, 2032
Irkutsk region, Buryatia and ZabaykalyeJanuary 2025seasonal restrictions
Southern Buryatia and Zabaykalsky KraiJanuary 1, 2026year-round ban

The Moscow ban also covers taking part in mining pools. According to an estimate cited by Interfax, mining was drawing about 1 GW in the Moscow power system. Even earlier, restrictions appeared in some republics of the North Caucasus and Siberia.

Regulators have another proposal on the table as well. As Bits.media reported, the Federal Antimonopoly Service suggested barring energy companies from mining themselves and from providing miners with sites and capacity. No decision on that proposal has been made.

What this means for the Bitcoin network and coin holders

Russia remains one of the largest bitcoin mining hubs: in August 2026 CoinDesk called it the second largest in the world. That's why its grid connection rules for farms are watched outside the country too.

Interruptible load is familiar to miners from Texas, where farms cut their own consumption during peak demand hours. The difference is who makes the call: in the Russian setup the grid switches the farm off, not its owner.

The Bitcoin network itself can cope with farms going offline. Mining difficulty is recalculated every 2016 blocks, roughly once every two weeks, so the network keeps working even when part of the hardware is switched off.

For coin holders nothing changes: a bitcoin is the same wherever it was mined. You can check the current bitcoin price and the networks it runs on on the coin page.

How to exchange Bitcoin to USDT without registration

Someone who holds bitcoin, mined or bought, sometimes needs to move part of it into a stablecoin or another coin. We have a separate guide on how to buy bitcoin with USDT without an exchange account, and this is the way back.

With VertEXchange you don't need an account, email or phone number to make an exchange. You pick a pair, paste your wallet address and see the rate and the amount you'll receive before you send anything. Which rate to choose, fixed or floating, depends on how much the exact amount matters to you.

  • If the exchange doesn't go through, your coins are returned to your refund address.
  • Personal fields of an operation are deleted 24 hours after it completes, and your exchange history stays only in your browser.
  • Support chat is available on every page, and issues are resolved using your exchange code.

The most direct option is to exchange BTC to USDT TRC20 without registration and receive the stablecoin on the TRON network. If you need a different coin, you can exchange BTC to XMR straight to your own wallet.

FAQ

Will operating mining farms in Russia lose power?

According to the crypto.news breakdown, the document contains no immediate nationwide shutdown of operating farms, and completed connections in a higher category don't have to be moved to category IV. New applications and unfinished older ones fall under the new rules.

What is reliability category IV for power supply?

It is the lowest category in Russia's classification, introduced in February 2026. It lets a consumer connect to the grid even in a region short of power, but that consumer can be disconnected at any moment and for any length of time, with no prior agreement.

Can you mine crypto in Moscow?

In Moscow, the Moscow region and part of the Kursk region, mining, including taking part in pools, is banned from August 15, 2026 to December 31, 2032. The Energy Ministry's statements don't say whether this ban includes a clause on operating under category IV.

Is crypto mining banned in Russia?

No. Mining has been legal and regulated in Russia since 2024. Bans and restrictions apply in individual regions, some year-round and some seasonal.

Will this affect Bitcoin?

The Bitcoin network is resilient to farms going offline: mining difficulty is recalculated every 2016 blocks, roughly once every two weeks. Nothing changes for coin holders, since a bitcoin is the same wherever it was mined.

Does the decree cover home mining?

The document deals with connecting mining facilities to the power grid. The statements from the Energy Ministry and news agencies say nothing about household connections.
