Ripple USD (RLUSD) is Ripple's dollar stablecoin. It is issued by the subsidiary Standard Custody & Trust under the supervision of the New York financial regulator (NYDFS), every token is backed by dollars and cash equivalents, and RLUSD has two home networks — the XRP Ledger and Ethereum.
People swap RLUSD on Ethereum to take it off an exchange into their own wallet, or to turn it into another stablecoin when the recipient does not accept RLUSD.
On Ethereum, RLUSD is an ERC20 token with the contract 0x8292bb45bf1ee4d140127049757c2e0ff06317ed. The recipient address is 0x and 42 characters. RLUSD on the XRP Ledger is a separate version of the same stablecoin: addresses there start with r, receiving requires a trustline, and exchanges ask for a destination tag. An XRP Ledger address cannot receive the ERC20 token, and RLUSD on the XRP Ledger cannot simply be sent to an Ethereum address.
Through Wormhole, RLUSD has also been brought to Ethereum L2s such as Base and Optimism, with their own contracts. The 0x address there is the same as on Ethereum, so a network mistake is invisible: if the recipient expects RLUSD on Ethereum, send it on Ethereum.
The issuer controls the token through contract roles: it can pause all transfers, freeze an individual address and claw tokens back from it. The same powers are enabled for RLUSD on the XRP Ledger. Such powers are standard for a regulated stablecoin.
The transfer fee is paid in ETH: without ether in the wallet, RLUSD cannot be sent from it. An Ethereum block comes every 12 seconds and recipients usually wait for several confirmations, which means minutes. No memo is needed on Ethereum.

They are two versions of the same stablecoin on different networks. On Ethereum RLUSD is an ERC20 token on a 0x address; on the XRP Ledger it is a token on an r address, which can receive it only after opening a trustline. A plain transfer cannot turn one version into the other.
Most often the wallet has no ETH to pay the fee: top it up with a small amount of ether. Less often the address has been frozen by the issuer, and then the contract itself rejects the transfer.
